Seminar Nasional dengan tema Hegemoni Kepustakawanan Indonesia: Profesionalisme dan Kepentingan Negara. Tema ini mangakomodir dan membahas isu profesionalisme pustakawan setelah disahkannya UU No. 43 tahun 2007 tentang perpustakaan.

Kongres Nasional IV HMPII dilaksanan secara tertutup yang diikuti oleh delegasi dari masing-masing anggota HMPII dari seluruh Indonesia. Kongres Nasional IV HMPII membahas konsolidasi antar-mahasiswa jurusan ilmu perpustakaan dan informasi se-Indonesia. Selain itu, Kongres juga akan memilih dan menetapkan kepengurusan baru HMPII periode 2013/2015.
